| Position Title: | Senior Project Manager |
| Position Description: | Position Summary: The Senior Project Manager is responsible for planning and executing all project management activities as assigned by the Program Management Office (PMO) Director. This position works closely with business sponsors, executive management and other technical resources to implement innovative business solutions that support operating, growing and differentiating the business. This position is responsible for the direction, coordination, implementation, execution, control and completion of Rural/Metro PMO defined programs and projects. Enterprise programs and projects include: implementing and upgrading new technology products such as Electronic Patient Care records (ePCR), implementation and upgrading Computer Aided Dispatch Systems (CAD), and other Enterprise-wide technology projects and programs as defined. The Senior Project Manager is ultimately responsible for developing the strategic and tactical methodology by which project teams will successfully execute prescribed project plans. Operating with minimum direction this position is the focal point for the coordination and communication of all project related tasks amongst all assigned project resources. Essential Functions: Operational Activities · Serves as the primary point of contact for internal/external customers, project sponsors and contracted vendors and/or consultants. · Defines and regulates the change management process for each assigned project. · Conducts regularly scheduled project status calls or meetings with the project team. · Is responsible for the definition of all assigned projects’ scope, goals and deliverables. · Acts as the project liaison between the various departments within the organization. · Leads Cross Functional Team (CFT) projects of varying complexity, with little to no supervision/guidance/coaching · Effectively applies the appropriate project management methodology and enforces the business defined project standards. · Defines and manages the risk management process for all assigned projects. · Drives process improvement where warranted. · Prepares and presents reports defining project progress, problems and solutions for executive management, as needed. · Leads and actively participates in design/documentation review meetings. · Develops and manages project plans, schedules, and timelines. · Is a key contributor in the development of project budgets and manages projects within their established budgets. · Develops & manages communications plans for all assigned projects (status reports, minutes, issues and risks). Security Activities · Protects all patient data by following compliance standards for HIPPA, PCI or PHI related information · Secures all appropriate Non-Disclosure documentation when warranted. Asset Management · Is responsible for processing all project documentation through Rural/Metro Legal department (vendor proposals, hardware, software purchases) · Drafts and submits requests for capital budget proposals and recommends subsequent budget changes as necessary · Secures and tracks budget approvals prior to making project purchases · Manages the procurement process (Capital and Non-Capital) as defined for the project. · Understands the expected project ROI metrics: process improvement, competitive advantage, consolidation, or a revenue generator. · Is responsible for containment of project expenses · Is responsible for effectively managing project team utilization during project engagement. Support Activities · Efficiently identifies, escalates and resolves project issues · Acts as an ambassador and advocate for the PMO and the company as a whole. Project Management · Manages programs or projects from inception to closure. · Manage all project phases and project activities within the Software Development Life Cycle (SDLC), including overall project status, budget, resources, change control and issue and risk management · Assists in the definition of project metrics and the establishment of project success criteria with all business sponsors. · Develops and implements best practices and tools for project execution and management. · Manages and directs communication, negotiation, and status with all levels of the organization · Escalates program/project issues for review and decision resolution as warranted. · Is responsible for the development of program and project Request for Proposals (RFP) and vendor selection criteria. · Establishes and manages vendor/strategic partner relationships (consulting services, development, integration, and implementation. · Possesses a high level understanding of company capabilities including engineering, quality, application systems, and cross-functional teams. · Maintains awareness of new and emerging technologies. · Identifies and provides training for programs and projects as needed. · Submits project status reports to the PMO Director as required. · Prepares, distributes and maintains all project documentation according to established processes and methodology Strategy and Planning · Ensures that all assigned programs/projects align with Rural/Metro Annual Strategic Plan · Conducts financial/budget Reviews · Reports project resource capitalization to the Finance department. · Identifies and recommends value added application solutions that would benefit the business. Additional Duties: · Maintains and enhances PMO standard process documentation. · Coordinates with the various business Operations and IT Directors, with respect to internal/external resource needs to ensure the successful completion of projects in accordance with the agreed to scope and cost. · Manages the change request process and adjusts schedules as needed to account for any accepted changes. · Conducts formal presentations as required for assigned programs/projects. · Oversees resolution of problems/issues, adherence to quality standards, change control procedures and release management to ensure a smooth implementation of the project. · Serves as a technical resource and coaches and mentors assigned staff for duration of the project. Fosters cooperation and involvement of the project team(s). Provides performance assessment input for project team members when required. · Participates in project evaluations to ensure project objectives were met. · Maintains a high awareness and understanding of industry and competitive trends, business and functional process improvement opportunities and technology trends. · Mentors new PMO personnel and guides their actions as they relate to all project related processes and project activities. · Provides onsite support at various operation locals for new product installation, training and/or scheduled vendor visits as required. · Coordinates vendor’s site visits, problem support and escalation process and training efforts on a per project basis · Acts as an advocate and champion for the operation being impacted by a planned project Qualifications: · Minimum 7 years direct work experience in an Information Technology or software project management capacity. · Accountable team player driving common goals. · Knowledge of all aspects of project management functions including: project planning, resourcing, work breakdown structures, issue management, risk management, implementation planning, testing, training and communication. · Strong knowledge and usage of project management software, such as MS Project, MS Project Server, and MS Share Point a plus. · Working knowledge of SDLC (software development lifecycle) · Exceptional oral and written communication, negotiation, and people management skills. · Experience in managing complex programs and projects including vendors and strategic partners. · Ability to quickly recognize issues and risks and determine an appropriate mitigation strategy for those issues and risks. · Demonstrated ability of analytical reasoning and decision making process · Strong customer service skills Education Requirements: · BS in Computer Science, Business, Project Management or related degree equivalent and an additional 5 years progressively responsible related experience or any equivalent combination. · PMP certification preferred · Six Sigma, ITIL or other process driven experience a plus. Physical Requirements: · Able to lift 25lbs. | Position Description: | Responsibilities for this position include accuracy in managing and dispatching system resources, coordination of public safety incidents, processing of 911 calls, facility transport coordination, administrative call taking and radio operation. Detailed oriented with a high accuracy rate. Ability to learn geography, streets and territorial assignments, become certified by the National Academy of Emergency Medical Dispatch (EMD) within a designated time parameter. Must be willing to work rotating shifts including weekends, and holidays. The environment is team driven and customer service oriented. QUALIFICATIONS: Must be at least 18 years old High school diploma or general education degree (GED) preferred Knowledge of Denver Metro area preferred. Must obtain EMD (Emergency Medical Dispatcher) within specified time period determined by communications manager. Must pass pre-qualification tests. Must have a clear criminal record. Must not be colorblind as the CAD computer uses multiple colors to distinguish the status of ambulances. Have no non-correctable deficiency in normal vision. Be able to function in a high stress environment where the work goes from minimal to overload within moments. Have no hearing impairment that would interfere with using a normal telephone and/or working a radio channel simultaneously. Maintain a safe and healthy workplace in accordance with all appropriate OSHA standards, company policies and local standard operating procedures. OTHER FUNCTIONS Operate and drive an ambulance with regard to state and company safety policies. Monitor communication equipment to maintain contact with Communications Center. Comply with all protocols for treatment and transportation of the sick and injured as defined by Rural/Metro, local, and regional Medical Control. Maintain and replenish vehicle, equipment and supplies as needed. Repair and maintain company vehicles and mechanical equipment (such as gasoline and/or diesel engines, hydraulic systems) within the regulations and standards set by DOT, and CO DMV and Rural/Metro Ambulance.
